Any time a home owner or contractor will be digging in an area there may be water, sewer, electric or phone lines Florida Statue requires that 811 be called to locate any utilities in the ground by  paint or flags. It is against the law to remove these flags without verifying with the local utility, FPL, or Centurylink Company that the work has been completed. The City is only responsible and legally allowed to mark utilities in the public right-of-way they cannot come on to private property.  The City marks in the front or rear easements of the property.
